Violent Offender Against Youth Faces Registration Failure, Theft Charges

Kevan K. VannWOOD RIVER – A Wood River man deemed a “violent offender against youth” faces new charges in Madison County following his latest alleged failure to register with police.

Kevan K. Vann, 32, of the 400 block of Pershing Avenue in Wood River, was charged on Aug. 31, 2026 with one count each of failure to register as a violent offender (a Class 3 felony) and retail theft under $300 (a Class 4 felony).

On Aug. 28, 2026, Vann allegedly failed to register as a violent offender against youth with the chief of the Wood River Police Department. Six days prior on Aug. 22, he reportedly stole various items from Walmart in Wood River after being convicted in 2014 of retail theft, also in Madison County.

This marks Vann’s latest registration failure after previously being charged with the same offense on June 22, 2026. In that case, he was accused of failing to register with the Chief of Police in East Alton, where he resided or was temporarily domiciled for five or more days.

Vann’s registration status remains “non-compliant” at the time of this writing, according to the Illinois State Police Offender Registry. Records show he last registered on Aug. 11, 2021 with an address in the 800 block of Washington Avenue in Alton.

Vann had previously been convicted of home invasion with a dangerous weapon in Madison County. At the time of the offense, the victim was 16 years old while Vann was 20.

The latest case against Vann was presented by the Wood River Police Department, and he was ordered released from custody pending trial.

All individuals charged are presumed innocent until proven guilty in a court of law.
