Alton Sex Offender Charged With Failing To Register, Driving On Suspended License

ALTON – A sex offender from Alton was charged last week with failing to register with police and driving on a public roadway with a suspended license.

John F. Harbaugh, 45, of the 1600 block of Rodgers Street in Alton, faces one count each of unlawful failure to register as a sex offender (a Class 3 felony) and driving while license is suspended (a Class A misdemeanor).

The charges against Harbaugh were filed on Sept. 23, 2026 in Madison County court and stem from offenses allegedly committed on Aug. 12, 2026.

Harbaugh is accused of failing to register as a sex offender in person with the Alton Police Department within three days of establishing a residence in Alton. He also allegedly drove a motor vehicle on St. Louis Avenue in Alton while his driver’s license was suspended.

The Illinois State Police sex offender registry currently lists Harbaugh as “compliant,” having most recently registered on Aug. 13, 2026, one day after the alleged offenses. The registry notes his prior Madison County conviction of aggravated criminal sexual abuse of an 11-year-old victim while Harbaugh was 26 years old.

The Alton Police Department presented the latest case against Harbaugh, who was ordered to be released pending trial.

All individuals charged are presumed innocent until proven guilty in a court of law.
