During the overhaul, all committee meetings will be held in Conference Room 309, located inside the county board room, and full county board meetings will take place in the Atrium on the first floor of the Administration Building, between the Treasurer’s Office and the County Clerk’s Office.

The board room, built in 1991, has remained largely unchanged for more than 30 years. Its original tiered design includes stairs that limit access for individuals with disabilities or mobility issues.

“This project is about ensuring everyone—regardless of ability—has equal access to participate in the democratic process,” Madison County Chairman Chris Slusser said. “But it’s also about safety. The existing stair-only design makes it difficult for individuals with mobility issues to navigate the room. These changes will eliminate those hazards.”

The renovation will bring the space into full compliance with the Americans with Disabilities Act. Plans include removing barriers, redesigning the seating layout, installing accessible podiums, and improving pathways for both the public and board members.

The upgrades don’t stop at accessibility. The room will also be outfitted with new speakers and microphones, as well as a new camera system.

The system will identify which board member is speaking and display their image on monitors at the front of the room — enhancing clarity and engagement for attendees.

“These upgrades will make meetings more accessible and more engaging,” Facilities Director Mike Bold said.

Information Technology Director Chris Bethel said the enhancements are also designed with long-term goals in mind.

“While we are not livestreaming meetings yet, this renovation lays the groundwork for that capability in the future,” Bethel said.

The project is being managed by the Madison County Facilities Management Department and completed by WWCS, Inc., a southern Illinois-based contractor.

County officials say the boardroom overhaul is part of a broader effort to modernize government operations and make Madison County more transparent and responsive to its residents.
