South Roxana Seeks Pedestrian Safety Grant, Regulates Electric Scooter/Bicycle Use

SOUTH ROXANA – Village officials in South Roxana took action this week to seek grant funds for pedestrian safety improvements and put rules in place regarding low-speed electric scooters and bicycles.

On Jan. 6, 2026, Village Board members unanimously approved a resolution authorizing the Village of South Roxana to apply for the ACT Community Action Grant for pedestrian safety enhancements within the village.

The Agency for Community Transit (ACT) offers the Community Action Grants Program to help fund projects that enhance mobility and accessibility for elderly and disabled Madison County residents and/or promote alternative modes of transportation to driving, such as walking and biking.

The ACT has committed up to $1.5 million in Community Action Grant funds for 2026, with a maximum allocation of $100,000 per project/entity.

Also approved at the meeting were two ordinances permitting the use of low-speed electric bicycles and low-speed electric scooters in the Village of South Roxana. The village now has regulations in place consistent with Illinois state statute regarding these types of scooters and bicycles.

Multiple Village Board members expressed concern about reports of children unsafely operating electric scooters and bicycles, risking potentially fatal collisions with motor vehicles. Their approval of this regulatory framework gives village officials the ability to take action against those found in violation of either ordinance.

Under state law, any person operating a low-speed electric scooter must be 18 years of age or older. Electric scooters also cannot be driven on any highway with a posted speed limit above 35 mph. The state also has three different classifications of low-speed electric bicycles, each subject to their own regulations, including equipment requirements regarding headlights, speedometers, and more.
