ALTON – Alton police have charged a local sex offender with failing to register after he plead guilty to aggravated criminal sexual abuse earlier this month.

Robert P. Glover, 53, of the 3700 block of Franor Street in Alton, was charged on Jan. 21, 2026 with a Class 3 felony count of unlawful failure to register as a sex offender.
On Jan. 19, 2026, Glover allegedly failed to register as a sex offender with the chief of the Alton Police Department within three days after being convicted of aggravated criminal sexual abuse in a prior Madison County case from 2025.
Glover was charged in October of 2025 with one count each of aggravated criminal sexual abuse, traveling to meet a minor, solicitation to meet a child, and grooming. Madison County court records show that on Jan. 12, 2026, Glover plead guilty to the count of aggravated criminal sexual abuse and all other charges in the case were dismissed. He was then sentenced to 30 months of probation with additional conditions as a sex offender.
According to the Illinois State Police Offender Registry, Glover is a “sexual predator” who committed aggravated criminal sexual abuse against a victim who was 14 years old at the time of the offense. Glover has been ordered to register in accordance with the Sex Offender Registration Act for the next 10 years, but as of this writing, he has not registered since his Jan. 12, 2026 conviction and shows a status of “non-compliant.”
The Alton Police Department presented the latest case against Glover, who was ordered remanded to jail for his initial court appearance in this case.
All individuals charged are presumed innocent until proven guilty in a court of law.
