Area Woman Faces Felonies After Fleeing Alton Police Twice

Two attempted traffic stops result in high-speed police pursuits involving stolen vehicle, retail theft.

ALTON – Multiple felonies have been filed against a local woman accused of fleeing from Alton police officers on two occasions: once after a retail theft and again in a stolen vehicle.

Shamiya M. Seay, 30, of Cahokia Heights, was charged with one count each of aggravated fleeing or attempting to elude a peace officer (a Class 4 felony), unlawful possession of a stolen motor vehicle (a Class 2 felony), retail theft over $300 (a Class 3 felony), and fleeing or attempting to elude a peace office (a Class A misdemeanor).

Seay allegedly knowingly attempted to elude a police officer at over 21 mph above the legal speed limit after being given a visual or audible signal to stop the vehicle she was driving on Dec. 3, 2025. She is also accused of knowingly possessing a stolen 2022 Nissan Kicks motor vehicle on the same day.

Eight days prior on Nov. 25, 2026, Seay reportedly stole $1,827 worth of various perfumes, colognes, and fragrance gift sets from Ulta Beauty in Alton before fleeing from police in a different vehicle, a gray Cadillac.

The Madison County State’s Attorney’s Office filed a petition to deny Seay’s pretrial release from custody in this case. According to the petition, Alton police officers attempted a traffic stop on Seay’s vehicle shortly after the reported theft from Ulta Beauty before Seay fled from the traffic stop. The stolen merchandise was still inside the vehicle during the resulting pursuit, which was later terminated due to public safety concerns.

Seay then reportedly fled from another traffic stop in a reckless manner on Dec. 3, 2025 in a stolen vehicle, which she was operating while her Illinois driver's license had been revoked.

“During the 12-minute pursuit, the defendant drove at speeds reaching 76 miles per hour in 40 mph zones, disregarded at least six red traffic lights and three stop signs, drove the wrong way on a one-way street, and engaged in reckless driving through residential areas, creating a specific, real and present threat to the physical safety of the community,” the petition states.

The Alton Police Department presented the case against Seay, who was ordered remanded to jail for her initial appearance in court.

All individuals charged are presumed innocent until proven guilty in a court of law.
