Village Board members approved a professional services agreement last week for the 2026 Street Program after hearing a presentation from Jeff Reis with Thouvenot, Wade & Moerchen (TWM), Inc.
Reis gave trustees a report on the current condition of road surfaces around Glen Carbon as of Jan. 1, 2026. The vast majority of roads around the village, totaling 89%, were rated “fair” (27%) “satisfactory” (31%) or “good” (30%). 8% of the village’s roads were rated as “poor,” with only 3% rated as being in “very poor” condition.
TWM has agreed to perform design and construction engineering services at a total cost of $158,900 for Glen Carbon’s 2026 Street Program. This year’s program consists of one key project, the remediation of Village Circle Drive.
Public Works Director Scott Slemer said Village Circle Drive has been experiencing “extensive deterioration.” He added that the project will consist of asphalt resurfacing, curb and gutter repairs, and culvert replacement.
Under the terms of the agreement, TWM is to complete all necessary plans, specifications, and estimates in time for work to begin in the summer of 2026.
