
JERSEYVILLE – Public Works Director Bob Manns gave an update on the ongoing Hollow Avenue Improvement Project at the Feb. 17, 2026 Jerseyville City Council meeting.

Manns said Baxmeyer Construction is on site near Waggoner Avenue, where stormwater system repair and construction is expected to begin on Monday, Feb. 23, 2026.
“Stormwater structures and pipe will be delivered over the next two days, and then they’ll start physical installation on Monday morning, first thing,” Manns said.
During this construction period, Manns said the project area will be considered a “local traffic only” zone. He added that city officials have already notified local residents and the Jersey 100 School District.
“The residents will be able to get to and from most evenings until they get into some serious [demolition] and concrete work, but during storm sewer repair and building, they’ll have access nights and weekends,” Manns added.
This marks the continuation of Phase 2 improvements which have been made along Hollow Avenue in recent years, including widening the road, installing sidewalks, and making storm sewer and drainage upgrades. Once completed, these improvements will extend from Baxter to Waggoner Avenue.
