Jerseyville City Council Approves Dump Fee Increase Pending Addition Of Recycling

JERSEYVILLE – Jerseyville residents will soon pay higher yearly fees to use the city dump amid the addition of recycling services through a pending partnership with Jersey County.

City Council members unanimously approved a three-year contract with Republic Services for trash hauling and single-stream recycling at city sites and the city dump, as well as major changes to city dump permits and fees, at their Tuesday, March 31, 2026 meeting.

Mayor Kevin Stork Stork clarified that the city’s newly approved contract with Republic is not exclusive, and households are still free to select the trash hauling company of their choice.

“The city is not moving forward with exclusive trash pickup at this time,” Stork said. “We understand that many households prefer the flexibility of their current curbside service and [they] have shared those concerns with us.”

Stork said after hearing from residents at a crowded public hearing on the issue, the city sought bids to add recycling at the city dump in addition to trash and yard waste services. He said they received bids from the same three companies who initially submitted bids for a since-abandoned exclusive curbside trash contract. These include Republic Services, Community Sanitation, and GFL Environmental, with Republic securing the trash hauling contract as the lowest bidder.

Jerseyville officials have consistently stated the city dump has been operating at a monetary loss and would require significantly raised annual dump permit sticker fees to financially “break even.” With the council’s approval, dump sticker fees are increasing from $175 to $275 per year for Jerseyville residents. These increases will apply to the next round of dump stickers being sold at City Hall this April.

City dump stickers are also being split into two categories, including “Full Service” stickers and “Recycling Only” stickers. “Full Service” stickers include recycling, trash, and yard waste services for $275 per year for Jerseyville residents and $300 per year for Jersey County residents. “Recycling Only” stickers only cover recycling services at $20 per year for both city and county residents.

Stork said the Jersey County Board will vote in two weeks on a proposed recycling partnership with the City of Jerseyville. Mark Wagner, vice chairman of the County Board, said the county would fund the recycling portion of the hauling and the city would provide the dump site and manpower to accept recycling if the agreement is approved. Stork said the county’s coverage of recycling costs lead to the stark price difference between the new sticker categories, and the $20 stickers will be used to keep track of who is allowed to recycle at the site.
