Godfrey Approves Funding For North Alby Overlay Engineering

GODFREY – Preparations for road improvements along a section of North Alby Street in Godfrey are moving forward with recent Village Board approval.

Trustees unanimously approved a construction engineering services agreement with Gonzales Companies, LLC for the North Alby Overlay Project at their April 7, 2026 meeting.

The full scope of the project includes “full-depth concrete patching in various locations to address areas of structurally deficient pavement, cold-milling the entire length of the project limits to correct the cross slope,” asphalt resurfacing, and other improvements to part of North Alby Street under the agreement with Gonzales.

“The project will also install a high visibility crosswalk complete with Americans with Disabilities Act (ADA) compliant curb ramps, bus pads, and a pedestrian actuated flashing beacon,” the agreement states.

Phase 1 of the project will see improvements made along North Alby Street from Humbert Road to just south of Cannavan Drive. Phase 2 improvements will span from just south of Cannavan Drive to Alton city limits.

The village has agreed to contribute $137,275.50 towards the construction engineering portion of the project, which will be paid out of Business District Funds.

The total estimated project cost of $1.9 million will be mostly covered by nearly $1.4 million in federal and county grant funds. This includes over $1.1 million in federal grants received in for Phase 1 in 2023 and Phase 2 in 2024, along with $278,100 in local matching funds from Madison County.

“Both phases will be completed under the same contract and at the same time to minimize the length of the time the roadway is under construction, as well as to take advantage of economies of scale for the unit prices of the individual items,” according to a memo from Village Engineer Rich Beran.

With the Village Board’s approval, the project is currently slated to be included in the Illinois Department of Transportation (IDOT) letting schedule for June 2026. Work is then set to commence pending the award of a contract following the June 2026 letting.
