Illinois, Indiana Residents Charged In Madison County Elderly Home Repair Fraud Cases

ST. JACOB, Ill. – Two individuals were charged on the same day with stealing $7,000 from an elderly St. Jacob resident in a home repair fraud scheme.

Iscca L. Fulton, 42, of Waterloo, Ill., and Robert Boswell, 57, of Connersville, Ind., were both charged on April 9, 2026 in two related felony cases. Each faces a Class 2 felony count of aggravated home repair fraud of over $5,000 against a victim who was 60 or more years of age, as well as two Class 2 felony counts of theft.

From March 19-20, 2026, the two allegedly entered into a contract to perform “re-rocking, chipping, and sealing” work for a St. Jacob resident who was over 60 years of age, according to charging documents.

The two reportedly promised to perform this work for $7,000 while knowingly having no intention of performing the work, thereby stealing the $7,000 from the elderly victim by deception.

Fulton and Boswell were both ordered released from custody pending trial in the two cases presented by the Madison County Sheriff’s Office.

All individuals charged are presumed innocent until proven guilty in a court of law.
