
GLEN CARBON – Construction of a nearly $16.5 million water treatment plant in Glen Carbon is moving ahead with unanimous Village Board approval.

Trustees approved several resolutions related to the long-planned water treatment plant at their April 14, 2026 meeting. These include:
The plant will be built on a 7 acre lot along Bluffview Commerce Park Drive, located just off IL-157. Once operational, the water treatment plant will allow the village – which currently purchases its water from Illinois American Water – to process up to 3 million gallons of its own water per day.
In addition to the $8 million loan from the IEPA, the village also received a $1.1 million Community Project Funding grant from the office of Congresswoman Nikki Budzinski to fund the water plant’s construction.
Mayor Bob Marcus thanked everyone involved in each step of the process for making the water treatment plant project a reality for Glen Carbon.
“There’s a lot of moving parts. It’s actually insane what you guys have gotten accomplished up to this point,” Marcus said. “From the funding, the land, the bids, the EPA coordination, you guys have done a masterful job.”
Construction of the plant is still pending IEPA approval of the final construction contract, which is expected no sooner than June, with plant operations anticipated to begin on Nov. 2, 2027.
