Madison County Board Approves Key Appointments and Zoning Measures

The April 15 meeting saw unanimous approvals on appointments and several zoning items, advancing local governance and development plans in Edwardsville.

EDWARDSVILLE - During the April 15 Madison County Board meeting in Edwardsville, board members approved a series of appointments, zoning items, and public safety purchases and recognized a Roxana High School sophomore who won a girls' state wrestling title.

Roxana sophomore Chloe Skiles was recognized for being the 110-pound champion. She won the championship match by fall in 41 seconds over Zoey Dodgers of Franklin Park-North Lake Leyden. The coach also noted Skiles is ninth in the nation.

In the appointment portion of the meeting, four appointments were unanimously approved. Lonnie Meier was reappointed to the Troy Fire Protection District.

The Madison County Health Advisory Board had two reappointments and one new appointment. Lety Murphy and Jean Schram were reappointed for three years, and Charlotte Liley was appointed to replace Richard Quayle.

In zoning committee action, the board had four approvals and one denial.

A special use permit passed 20-3 to allow two goats on the property at 101 Echo Lane in Bethalto.

In a 23-0 vote, the board approved a special use permit to allow a landscaping business on the property at 4411 Hasty Acres in Granite City.

The board also approved a zoning map amendment in a 22-1 vote to rezone about 2.37 acres from an R1 single-family residential district and a B3 Highway Business District to a B-4 Wholesale Business District for the property at 5267 Chain of Rocks Road in Edwardsville.

In the final zoning approval, the board voted 23-0 to allow a special use permit for the owners of 63 North Stanley in Cottage Hills to have chickens.

In another vote, the board approved the 2026 Park and Recreation Grant by a 23-0 vote.

In public safety action, the board voted 23-0 to allow the Madison County Sheriff’s Department to purchase two F-150 Police Responders and eight Ford Explorers from the 2026 Sheriff Department Admin Capital Outlay Fund.

The board also voted 23-0 to allow the sheriff’s department to purchase two Mobile License Plate Reader Trailers from the 2026 Sheriff’s Department Sheriff Admin Capital Outlay Funds and 2026 Sheriff Admin Funds.
