Pritzker Administration Expands Permanent Supportive Housing Across Illinois

$50 million will create 142 units with integrated services for residents with disabilities or at risk of homelessness

CHICAGO – In a major step toward reducing homelessness and expanding access to stable housing, the Illinois Housing Development Authority (IHDA) today announced $50 million in state and federal funding to support six new permanent supportive housing developments across Illinois. The investments will create 142 units of affordable housing paired with on-site services for individuals and families living with disabilities, experiencing homelessness, or at risk of housing instability.

“My administration is committed to delivering affordable housing solutions that combat chronic homelessness and uplift vulnerable Illinoisans,” said Governor JB Pritzker. “This new investment will transform lives and communities, putting housing options, essential services, and long-term stability within reach for hundreds of Illinois families.”

Awarded through Round XII of IHDA’s Permanent Supportive Housing (PSH) Development Program, the funding advances Illinois’ broader strategy to reach “functional zero” homelessness by expanding proven housing solutions. PSH combines deeply affordable housing with wraparound services such as healthcare coordination, case management, and employment support. The model has consistently been shown to improve long-term housing stability while reducing reliance on emergency rooms, shelters, and other costly public systems.

“These investments are about more than building housing, they are about creating pathways to stability, dignity, and long-term health for some of our most vulnerable Illinoisans,” said IHDA Executive Director Kristin Faust. “Permanent supportive housing works because it meets people where they are, combining safe, affordable homes with the services they need to stay housed. With this $50 million commitment, we are not only expanding housing, we are strengthening communities, reducing strain on public systems, and moving Illinois closer to ending chronic homelessness.”

The six developments funded in this round will serve individuals and families facing some of the greatest barriers to housing, including those exiting institutional care and those with complex service needs. Residents will have access to tailored, on-site support services designed to promote independence, improve healthier outcomes, and ensure long-term housing stability.

Funding decisions were guided by key statewide housing strategies, including: 2025 Annual Comprehensive Housing Plan, Illinois Housing Blueprint, 2024-2026 Home Illinois Plan. Together, these frameworks identify PSH as a critical tool in addressing homelessness and housing inequities statewide.

Financing for Round XII includes resources from the Illinois Affordable Housing Trust Fund, Illinois Opioid Remediation Fund, National Housing Trust Fund, and the HOME Investment Partnerships Program, demonstrating a coordinated, multi-source approach to addressing housing needs.
