Carrollton Student Helps Modernize Greene County Government Online

Billy Springman, a Carrollton High grad, and SIUE student, lead the site’s development, Greene County intern is now focused on raising awareness of a digital hub designed to connect residents with county services.

CARROLLTON — Intern Billy Springman, 20, of Carrollton, is working to increase public awareness of Greene County’s new official website after the County Board approved and launched it earlier this year.

Billy Springman. Springman was tasked by the Greene County Board in early 2025 with overseeing the creation of a modern, centralized county website. After months of development and collaboration with county officials, staff, and RiverBender.com, he formally presented the website to the board in March 2026, and the board approved its launch shortly afterward.

The website, greenecountyil.org, was developed to improve public access to county services, increase transparency, and serve as a one-stop hub for local government information.

The Greene County site allows residents to pay property taxes, court fines, and traffic tickets online, request vital records including marriage licenses and death certificates, view real-time election results, and access County Board meeting minutes. It also includes office hours and contact information for county officials.

Now, Springman’s focus has shifted to promoting the website's visibility across Greene County. According to the submitted information, he has been working to distribute the site link, encourage public feedback, and explore ways to connect with residents.

“I think it is a wonderful thing the county board has approved, and I am thankful to be a part of it,” Springman said.

Springman, a 2023 Carrollton High School graduate, is studying criminal justice and prelaw at Southern Illinois University Edwardsville and is expected to receive his undergraduate degree in spring 2027. He said dual credit options at Carrollton High School helped advance his academic progress in college at SIUE.

“I went to several other county websites to see how their layouts were, and I would argue ours is more user-friendly than other counties' websites,” Springman said.

He also said the website offers “marriage licenses, paying taxes, victim advocate services, and much more — overall, a little bit of everything easily accessible on the county website.”

Springman said he is “incredibly proud of the work I have done and of working with the Greene County Board; the County Board looks forward to making the website more readily available to Greene County citizens.”

Springman said he previously completed a 3.5-month internship in 2023 with U.S. Rep. Mary Miller’s office in Washington, D.C., leaving Carrollton 12 hours after his graduation to begin the internship.

“Going from the small town of Carrollton to Washington, D.C., was a little bit of a culture shock, but I loved it,” he said.

Springman said his personal goal is to attend law school in fall 2027 and that he hopes to be admitted to Simmons Law School in Carbondale.
