Two Alton Men Charged In Child Sexual Abuse Investigation

ALTON — Two Alton men were charged Thursday, Aug. 6, 2026, in connection with an investigation into the sexual abuse of a child after Alton police said officers found a registered child sex offender alone with an 11-year-old child in June 2026.

The Madison County State’s Attorney’s Office, led by State’s Attorney Tom Haine, charged Terry W. Davis, a 56-year-old male from Alton, with six counts of Predatory Criminal Sexual Assault of a Child. Also charged is Andrew J. Westbrook, a 53-year-old male from Alton, with six counts of Predatory Criminal Sexual Assault of a Child and five counts of Permitting the Sexual Abuse of a Child.

The investigation began June 20, 2026, when Alton police officers responded to a call in the 2900 block of Homer Adams Parkway. Officers located Davis, who police identified as a registered child sex offender, alone with the child. The child was taken to the Alton Police Department, and the Illinois Department of Children and Family Services was notified.

Members of the Alton Police Criminal Investigation Division, working with the Madison County Child Advocacy Center, conducted an investigation that included forensic interviews, interviews with both defendants, the execution of a search warrant, and the collection and forensic examination of digital and physical evidence.

Police said Davis and Westbrook were taken into custody Aug. 4, 2026, pending review of charges by the Madison County State’s Attorney’s Office. Both were ordered held pending a detention hearing.

“Protecting children is one of the most important responsibilities we have as a police department,” Chief Jarrett Ford said. “I want to commend the outstanding work of our Criminal Investigation Division, particularly Detective Dan Jensen, who is tasked with investigating the majority of crimes against children. These cases are among the most difficult and emotionally demanding investigations in law enforcement, requiring patience, compassion, and an unwavering commitment to seeking justice.

"I also want to thank our partners at the Madison County Child Advocacy Center, the Illinois Department of Children and Family Services, and the Madison County State’s Attorney’s Office for their collaboration throughout this investigation. Together, we remain committed to protecting our community’s most vulnerable victims and holding those responsible fully accountable.”

The Alton Police Department encouraged anyone who knows of or suspects a child is being abused or neglected to report it immediately. If a child is in immediate danger, call 911.

Suspected child abuse or neglect can be reported to the Illinois Department of Children and Family Services Child Abuse Hotline at 1-800-25-ABUSE, or 1-800-252-2873, which is available 24 hours a day, seven days a week. Reports also can be made to the Alton Police Department.

All individuals charged are presumed innocent until proven guilty in a court of law.
