Former Collinsville Apartment Manager Charged In Elder Theft Probe
Police say a yearlong investigation linked Tiffani D. Hobson of East St. Louis to more than $20,000 in unauthorized transactions involving an elderly Woodland Towers resident.
COLLINSVILLE — A former manager of Woodland Towers Apartments in Collinsville faces charges after police said detectives investigated a report over the past year that an elderly resident had more than $20,000 in unauthorized CashApp transactions and an Airbnb purchase on her account.
Collinsville Police said detectives identified Tiffani D. Hobson, 41, of East St. Louis, as a suspect during the investigation. Hobson had been employed as a manager of the apartment complex, Collinsville Police said.

On Aug. 26, 2026, the Madison County State’s Attorney’s Office issued the following charges against Hobson:
- Theft Over $5,000 by Deception from an Elderly Person
- Wire Fraud
- Unlawful Use of a Debit Card
On Sept. 2, 2026, Hobson turned herself in at the Collinsville Police Department. She was released pending further court proceedings.
Police said detectives believe additional victims may exist.
“Anyone who has stayed at the Woodland Towers Apartments - or at another complex managed by Hobson - and who has identified suspicious or unauthorized CashApp transactions to their accounts is asked to contact Detective Rebecca Temple, Collinsville Police Department (618)-344-2131, ext. 5209.”
Residents and family members are also encouraged to review recent bank and payment application statements for unfamiliar charges and to report any discrepancies to their financial institution and police.
