Illinois Achieves Overall Grade Of A- In 2026 Digital States Survey
Illinois awarded Outstanding Achievement Award for Constituent Digital Experience
SPRINGFIELD – The Center for Digital Government announced the results of its 2026 Digital States Survey, a biennial evaluation of the technology practices of state government in all fifty states, on Thursday and raised Illinois’ overall grade to an A-, in addition to recognizing Illinois with an Outstanding Achievement Award for Constituent Digital Experience.
“Illinois is showing what’s possible when we invest in modernization and put residents at the center of every digital service we build,” said Brandon Ragle, Secretary and State CIO for the Illinois Department of Innovation & Technology. “This recognition reflects the measurable progress we’re making across government, and we remain committed to delivering secure, intuitive tools that meet the needs of our residents today and in the years ahead.”

The survey evaluated states based on a set of criteria that included actions supporting state priorities and policies to improve operations or services, hard and soft-dollar savings/benefits, progress since the last survey, innovative and citizen-centric services, and effective collaboration. Those states receiving high marks demonstrated results across all criteria.
A grade of “A” reflects a state that demonstrated a very strong innovation, high performing solutions with verifiable impacts across all categories. Excellent practices have been applied in all aspects of their operations, governance and administration.
“Congratulations to all the states for their accomplishments as the pace of change accelerates,” said Teri Takai, Chief Programs Officer of the Center for Digital Government. “What stands out in this year’s results is how state technology leaders are turning increasingly complex challenges into opportunities to modernize government. The states are adopting new technologies while making strategic investments, strengthening governance, and building the capacity to deliver better, more responsive, and trusted services to the people they serve.”
Additionally, the state of Illinois received an Outstanding Achievement Award for exemplary work in Constituent Digital Experience in recognition of the digital services strategy that engages constituents and businesses with solutions focused on continually improving services to the public.
The Digital States Survey was designed to highlight best and emerging technology practices that serve as models and/or can be shared across state borders. The survey recognizes these achievements and provides a common reference for all fifty states in the ongoing work of finding better ways to provide public services.
