Alton Advances Grant Application For East Broadway Crosswalk Upgrades

ALTON – Alton officials may seek a state grant to make it easier for cyclists and pedestrians to cross East Broadway.

Alton Committee of the Whole members on Sept. 21, 2026 approved a resolution to apply for an Illinois Transportation Enhancement Program (ITEP) grant for bicycle and pedestrian improvements on East Broadway.

Committee members voted 5-0 to send the resolution to the City Council for consideration this Wednesday, Sept. 23, 2026 at 6:30 p.m. Alderwomen Rosie Brown and Stephanie Elliott were absent.

The city aims to improve the crosswalks along East Broadway from Market Street to Ridge Street to “enhance non-motorized transportation along the East Broadway corridor,” according to the resolution.

If approved, the ITEP grant would cover 80% of eligible preliminary engineering, design, construction and construction engineering costs, as well as 50% of the right-of-way costs for the proposed crosswalk upgrades.

This comes one year after city officials allocated $183,914 to design “streetscape and transportation improvements” along the same stretch of East Broadway from Market to Ridge Streets. At the time, the city also agreed to let Sheppard, Morgan and Schwab, Inc. (SMS) handle preliminary and design engineering services for the project, with an estimated timeline extending into September of 2026.

Alton previously secured $500,000 in funding from Senator Tammy Duckworth’s Office for the streetscape design work, which marked Phase 1 of the city’s Great Streets project. The recent resolution notes the city’s participation in the Great Streets Initiative with the East-West Gateway Council of Governments.
