ALTON – Owners of vacant homes in Alton may soon have a simpler way to stop being charged for trash service.

At the Aug. 26, 2026 Alton City County meeting, aldermen unanimously approved a resolution to introduce an ordinance amending a City Code section regarding garbage and refuse changes and abatement.
Previously, owners of vacant residential properties stopped being charged for trash service after sending a written request for abatement to the Comptroller’s Office or after the residence had gone over 31 days without water service provided by the city.
The new resolution reflects the fact the city no longer provides residents with water and wastewater services after selling its treatment plant to Illinois American Water in 2018.
“The link between water and wastewater service and municipal trash service is outdated,” the resolution states, noting the change will “enable a clear and transparent process for both city staff and residents to follow to abate trash services.”
To request an abatement of trash fees, property owners would now only need to submit a written request to the Comptroller’s Office, with no relation to the home’s water service. The home must be vacant for a minimum of 90 days and the property owner must close the trash account with the vendor.
The item is now set for a first reading in ordinance form at the Sept. 9, 2026 City Council meeting.
