Glen Carbon Approves Water Rate Increases Pending Plant Construction

With construction approved for Glen Carbon’s new water plant, village imposes rate increases to offset costs.

GLEN CARBON – Glen Carbon residents are set to pay more for their water service starting next year as the village builds a nearly $16.5 million water treatment plant.

Trustees unanimously approved an ordinance amending the village’s water rates for Fiscal Years 2027 and 2028 at their May 26, 2026 meeting. The change reflects a 12% annual increase for both the service and usage charges for village-supplied water effective Jan. 1, 2027, with an additional 12% increase effective Jan. 1, 2028.

The Glen Carbon Finance Committee recommended the annual increase to help fund the construction of a new water treatment plant and to maintain the village’s Water Fund, according to a May 18, 2026 memo from Finance Director Kelly Korte.

Once the plant’s construction is complete, village officials will conduct an updated evaluation of the water rate structure, which the memo states may alter the 12% rate or the need for future rate increases.

The 12% rate reflects a lower increase than previously estimated. When the village awarded the construction bid to Korte Lutijohan Contractors, Inc. earlier this year, Scott Hunt with planning and engineering firm WHKS & Co. estimated a 15% increase for 2027 would be needed for the village to reimburse itself for the project costs, based on the available funding at the time.

The plant will be built on a 7 acre lot along Bluffview Commerce Park Drive, located just off IL-157. Once operational, the water treatment plant will allow the village – which currently purchases its water from Illinois American Water – to process up to 3 million gallons of its own water per day.
