Gov. Pritzker Announces Five Appointments to Boards and Commissions

Prisoner Review Board

Corinne Briscoe will serve as a Member of the Prisoner Review Board.* Briscoe currently serves as Director of Probation and Court Services with Macoupin/Greene/Scott Probation District, where she is responsible for financial and strategic planning decisions for adult and juvenile probation. Previously, Briscoe served as Chief Probation Officer for Greene County. Briscoe earned her Bachelor of Arts in Psychology and her Master of Business Administration from University of Illinois Urbana-Champaign.

Briscoe’s appointment is effective June 15, 2026.

Michael Burns will serve as a Member of the Prisoner Review Board.* Burns currently serves as Statewide Multidisciplinary Team (MDT) Coordinator with Children’s Advocacy Centers of Illinois. There, he facilities the coordination of child abuse investigations and trains local MDTs. Previously, Burns served as Detective with the Bloomington Police Department, where he was the lead investigator overseeing child abuse cases for 20 years. Burns earned his Associate of Industrial Security from Community College of the Air Force.

Burns’ appointment is effective June 15, 2026.

Emery Lindsay will serve as a Member of the Prisoner Review Board.* Lindsay currently serves as Bishop of Christ Temple Cathedral in Chicago. Previously, Lindsay served as Pastor of Christ Temple Cathedral in Los Angeles. A prominent member of the community, Lindsay serves on the Board of Bishops of Church of Christ (Holiness) U.S.A. and previously served on the Wheaton College Board of Trustees. Lindsay earned his Bachelor of Arts in Social Science from LeMoyne-Owen College and his Master of Arts in Urban Ministry from Trinity Evangelical Divinity School.

Lindsay’s appointment is effective June 15, 2026.

Stephanie Love-Patterson will serve as a Member of the Prisoner Review Board.* Love-Patterson most recently served as President and Chief Executive Officer of the National Network to End Domestic Violence (NNEDV), an organization comprised of coalitions in 56 states and territories that serves as a voice for domestic violence prevention nationwide. Previously, Love-Patterson served as Executive Director of Connections for Abused Women and their Children (CAWC), overseeing programs and services. Prior to her leadership roles at NNEDV and CAWC, Love-Patterson spent decades as a counselor and advocate with various organizations to support survivors of domestic violence. Love-Patterson currently serves on the Advisory Board of the National Center on Domestic Violence, Trauma, and Mental Health, and she was recently appointed to Chicago’s Advisory Council on Women. Love-Patterson previously served on the Board of Directors for The Network: Advocating Against Domestic Violence and was formerly President of the Illinois Coalition Against Domestic Violence’s Board of Directors. Love-Patterson earned her high school diploma from Kenwood Academy.

Love-Patterson’s appointment is effective June 15, 2026.

Melissa Rollins will serve as a Member of the Prisoner Review Board.* Rollins currently serves as Senior Assistant Inspector General and Springfield Operations Manager with the Office of Executive Inspector General for the Agencies of the Illinois Governor (OEIG). There, she conducts confidential investigations and leads the operation functions of the OEIG’s Springfield office. Previously, Rollins served as Assistant State’s Attorney for the Sangamon County State’s Attorney’s Office and Supervising Attorney for the City of Springfield Code Enforcement Division. Rollins earned her Bachelor of Science in Paralegal Studies and her Juris Doctorate from Southern Illinois University Carbondale.

Rollins’ appointment is effective June 15, 2026.

* Appointments pending confirmation by the Illinois Senate.
