Granite City Police Charge Sex Offenders With Registration Failures
Child sex offender accused of being at Granite City’s Memorial Park ordered to stay away from all public parks.
GRANITE CITY – Two area sex offenders accused of failing to register with local authorities face felony charges in Madison County.

Allen L. Kearnes, 20, listed as homeless with a previous address in the 2900 block of Myrtle Avenue in Granite City, faces a Class 3 felony count of unlawful failure to register as a sex offender and a Class A misdemeanor count of child sex offender present at a public park.
The newest charges against Kearnes were filed on Sept. 8, 2026, and stem from offenses allegedly committed three days earlier on Sept. 5.
Kearnes is accused of failing to register as a sex offender in person with the chief of the Pontoon Beach Police Department within three days of establishing a residence in Pontoon Beach.
He was also reportedly knowingly present on public park property at Memorial Park in Granite City, which is a violation of Illinois state law as Kearnes is a child sex offender.
The Granite City Police Department presented the latest case against Kearnes, who was ordered released pending trial with additional conditions.
Under the conditions of his release, Kearnes was ordered to immediately update his sex offender registration status with the Granite City and Pontoon Beach Police Departments. He has also been ordered not to be present on any public park grounds or buildings and not to possess any firearms while on pretrial release.
The Illinois State Police Sex Offender Registry currently lists Kearnes as “compliant,” having most recently registered on Sept. 21, 2026, as homeless out of Granite City. The registry cites his prior Madison County conviction of public indecency/exposure from 2025 at age 19.
A Cahokia resident was also charged with failing to register as a sex offender in a separate Madison County case filed on Sept. 9, 2026.
39-year-old Jamel C. Jimmerson, with a previously listed address in the 1400 block of Richard Drive in Cahokia, was charged with a Class 2 felony count of unlawful failure to register as a sex offender.
The day prior on Sept. 8, Jimmerson allegedly failed to register in person as a sex offender with the chief of the Granite City Police Department. Charging documents state he lacked a fixed address at the time and was required to register on a weekly basis, noting his 2019 conviction of failure to register as a sex offender in St. Clair County.
Jimmerson had previously been charged twice within the span of two weeks with failing to register as a sex offender earlier this year on April 24 and May 8, 2026, both in Madison County.
Jimmerson is currently listed as “non-compliant” in the Illinois State Police Sex Offender registry, with an “unknown” address listed in Illinois. As a sex offender without a fixed address required to register weekly, Jimmerson has gone nearly two weeks since his last registration date of Sept. 11, 2026, as of this writing.
The registry also notes Jimmerson’s prior conviction in St. Clair County of aggravated criminal sexual abuse against a victim who was 12 years old at the time of the offense, while Jimmerson was 18.
The latest case against Jimmerson was also presented by the Granite City Police Department, and he was ordered released pending trial.
All individuals charged are presumed innocent until proven guilty in a court of law.
