Letter To The Editor:

The barrier was lack of affordable and accessible housing in the community. Home and community-based alternatives to institutions provide better care, better working conditions, at less cost to the state.
Fortunately, some legislators, like Senator Belt, are working to address this barrier with a community housing reintegration fund - I'd call it a 'freedom fund' - that will help people like me get out of facilities they don't need, and have more opportunity for fuller lives.
