Madison County Board Advances Agenda But Tables Solar Vote
Members advanced zoning, contracts, spending and transportation measures, while delaying a controversial commercial solar proposal near Troy for another look next month.
MADISON COUNTY — The Madison County Board approved all items on its agenda, except one, which was tabled. The agenda included several zoning requests, county contracts, spending measures, appointments, and transportation projects.

Among the approved appointments were the reappointment of Dave Geiger to the Marine Fire Protection District for a three-year term expiring May 1, 2029, and Lisa Campfield to the Madison County Housing Authority for a five-year term expiring Sept. 7, 2031.
Zoning requests approved
The board approved Resolution Z26-0078, allowing approximately 11.24 acres at 5363 and 5405 Chain of Rocks Road in Edwardsville Township to be rezoned from B-3 Highway Business District and R-2 Single-Family Residential District to B-4 Wholesale Business District.
The board also approved Resolution Z26-0079, granting a Special Use Permit for an eating and drinking establishment at 5528 Maryville Road in Granite City.
Resolution Z26-0081 was approved, allowing Ralph Atteberry to continue placement of a mobile home at 511 N. Stanley Road in Cottage Hills for his occupancy and that of his family for a period not to exceed five years.
A variance requested by Janet and Ralph Asbury for the property at 407 E. Roosevelt Drive in Moro was also approved. The variance allows a proposed single-family dwelling to be located 15 feet from the west property line instead of the required 40 feet.
The board also approved the measure discharging the Building and Zoning Committee from further review of Resolution Z26-0083.
The resolution involves a Special Use Permit for Grandview Wittman 2 LLC to develop a commercial solar energy facility at 1471 Springvalley Road near Troy. The Zoning Board of Appeals had recommended denial of the request, while the Building and Zoning Committee had made no recommendation after failing to make a motion. After a brief discussion Wednesday night, the board tabled the vote till next month so they could view the changes.
County contracts and spending
The board approved a $68,248.25 Microsoft software licensing and Software Assurance renewal through CDW-G for the Information Technology Department.
A $433,295 contract with Jim Taylor Inc. for replacement of the Probation Building roof was also approved.
Other approved financial and purchasing measures included:
- $38,200 for a one-year Benevate Software, doing business as Neighborly, renewal for the Community Development Department.
- $30,000 for a one-year contract with the Leadership Council of Southwestern Illinois.
- $48,570 for a three-year Cybernetics Storage license for the Circuit Clerk's Department.
- $30,228 to KNOWiNK LLC for countywide mailing of permanent vote-by-mail applications.
- $31,980 for an Apex Life Cycle Service Fidlar license renewal for the County Clerk's Department.
- $19,471.17 over three years for certified delinquent-letter services.
- $387,375 in an immediate emergency appropriation for the 2027 Health Department IBCCP grant.
- $126,730 for the Public Defender SAFE-T Act.
The board also approved a resolution providing stormwater assistance to the Village of Worden, along with claims, transfers, a property trustee report and other financial measures.
Other county business
The board approved an ordinance amending civil fees charged by the Clerk of the Circuit Court.
Employee health benefit administration fees and costs with Consociate Health were approved for the Dec. 1, 2026, through Nov. 30, 2027, term. The board also approved specific stop-loss protection for the county's self-funded health benefits program.
A new Credit Card Policy was approved as well.
The board also authorized seven HVAC contractors to provide LIHEAP emergency furnace voucher services through the Community Development Department.
Transportation projects approved
Several transportation measures also received approval.
The board approved county participation in comprehensive planning through the Southwestern Illinois Metropolitan and Regional Planning Commission and the East-West Gateway Council of Governments.
Other approved transportation measures included supplemental funding for the Troy-O'Fallon Road Project, the sale of real estate in Edwardsville Township, final payment for pipe lining work on New Poag Road at Old Poag Road, and an Illinois Highway Code improvement resolution.
The board also approved an amended property acquisition at 3504 Staunton Road (County Highway 21) for a future roadway improvement project.
With all agenda items approved, the meeting included actions affecting county zoning and development, technology, facilities, finances, public services and transportation.
