Goins urges City Council to eliminate late-night liquor permits to improve public safety in city.
ALTON - This is a statement from Alton Mayor David Goins about late-night liquor licenses in Alton:
“The City of Alton has developed a reputation as a late-night party destination. While vibrant entertainment is part of our community’s charm, the associated activities and behaviors are harming our city’s reputation and safety. This summer, I personally witnessed images and videos depicting conduct that does not align with the values of our community.

"For years, Alton has been grappling with crime, civil unrest, and disturbances to the peace, especially after midnight.
“I became Mayor in 2021, and since then, we’ve taken steps to address these issues by utilizing existing enforcement tools to suspend and revoke licenses, increasing police oversight, and engaging in discussions with local bar owners. Despite these efforts, problems related to crime and safety after 1 a.m. persist.
"Our interventions have provided only temporary relief, with issues often returning once the immediate response has passed. I want to emphasize that I support our small business community and the entertainment industry. I understand their concerns about potentially losing any hours of business each day.
"However, the costs of maintaining late-night liquor licenses — both financial and to our community — are too high. It’s not just about additional policing costs; it’s about safeguarding our citizens, protecting our city’s reputation, and securing the future of Alton, a community I’ve proudly called home my entire life.
“Focusing solely on the revenues from extended hours misses the bigger picture. This isn’t the Alton I know and love. It’s not the community I want for my family, friends, and neighbors. Therefore, I urge the City Council to support the resolution to eliminate late-night liquor licenses in Alton, prioritizing safety and the well-being of our community.”
