New Hearing Date Set In Goins vs. Alton

Both sides of legal battle between city and mayor agree to maintain current conditions as dispute over appointees and billing transparency moves through Madison County court.

Alton Mayor David GoinsALTON – A hearing in the case of Mayor David Goins vs. the City of Alton is now set for later this month.

A court order filed in Madison County on Aug. 12, 2026 shows the hearing has been rescheduled for Friday, Aug. 28, 2026, at 9:30 a.m. before Judge Dennis Ruth.

At issue are two contested ordinances approved by the Alton City Council and challenged by Goins. One resulted in two city officials being ousted from their positions, while the other requires more transparent billing practices for city attorneys.

Goins was granted a temporary restraining order on July 30, 2026 which blocked the City Council from enacting or enforcing the challenged ordinances and temporarily reinstated the two ousted employees pending further hearings and court orders.

While the temporary restraining order has since expired, the Aug. 12 order states the court has been informed both parties in this case have agreed to “maintain the status quo” until the case can be heard in court.
