Personal Property Activity Activates at Scott AFB to Support Military Family Moves
Officials said the newly activated organization will continue work to streamline military PCS moves, citing more than 25,000 calls answered and $2.5 million in claims assisted.
SCOTT AIR FORCE BASE — The Department of War Personal Property Activity (PPA), led by U.S. Army Maj. Gen. Lance Curtis, hosted an activation ceremony at Scott Air Force Base Sept. 9, 2026.

The change builds upon a commitment from Secretary of War Pete Hegseth to fix and streamline the permanent change of station (PCS) process for Service members and their families around the world. In May 2025, Hegseth stood up the PCS Joint Task Force (PCS JTF) to provide global household goods and vehicle shipment, storage-in-transit and non-temporary storage services to Department of War (DOW) personnel and their families. In January 2026, Hegseth designated the Personal Property Activity (PPA) as a DOW special activity.
The Honorable Brian D. Birdwell, Assistant Secretary of War for Sustainment, hosted the ceremony. Birdwell discussed the relationship between moving and military readiness.
“Relocating service members to where they are needed most is essential to maintaining readiness and deterrence around the world,” Birdwell said. “Ensuring that Service members and their families receive their household goods in a timely manner is essential to a successful PCS; this is a readiness issue.”
Maj. Gen. Lance G. Curtis, Personal Property Activity commander, highlighted the importance of following through on the progress made by the PPA so far.
“This is an opportunity for the Department of War to reaffirm its commitment to taking care of our warfighters and their families,” Curtis said. “The tremendous progress our team has made will continue as we bring more resources, more transparency and more accountability into the PCS process.”
Col. Mike Ashton, director of operations for the Personal Property Activity, highlighted how the PCS Call Center continues to help families receive answers to their PCS questions.
“In our short time as a JTF and activity, we have answered over 25,000 calls and assisted in $2.5 million in claims,” Ashton said. “Every time someone calls the PCS Call Center, they will speak to a uniformed Service member, and they will stay with their case until it is resolved.”
