Wood River Man, Belleville Woman Charged With Possession Of Stolen Vehicle, Title
Local authorities charge two in unrelated cases involving stolen vehicle, stolen title, and other illegally possessed items.
MADISON COUNTY – Felony charges have been filed against a local man and woman accused in separate cases of possessing a stolen vehicle, title, and more.

Tyler M. Buckingham, 24, of Wood River, was charged on Dec. 11, 2025 with one count each of unlawful possession of a stolen motor vehicle (a Class 2 felony) and possession of cannabis with the intent to deliver (a Class 3 felony).
Buckingham was allegedly in possession of a Kia Rio bearing an Illinois registration number which he knew to have been stolen or converted on Aug. 23, 2025. He was additionally accused of possessing over 30 grams of cannabis with the intent to deliver, other than as authorized under the Cannabis Regulation and Tax Act.
The Alton Police Department presented the case against Buckingham, who was granted pretrial release from custody.
In another unrelated case filed Dec. 11, 2025, 47-year-old Lori J. Vannoy of Belleville was charged with a Class 2 felony count of possession of a stolen title/certificate/plate and a Class 3 felony count of felon in possession of a weapon.
Vannoy is accused of knowingly possessing a temporary registration permit which she reportedly knew had been forged on Nov. 24, 2025. She was also reportedly in possession of a single 9mm bullet, which was unlawful for her to possess as a felony previously convicted of possession of a controlled substance in a 2015 case filed in St. Clair County.
The latest case against Vannoy was presented by the Collinsville Police Department, and she was also ordered released from custody pending trial.
All individuals charged are presumed innocent until proven guilty in a court of law.
