Illinois To Start Collecting $15 Fee From ATV Riders

The state plans to start charging anyone who owns an ATV or golf cart a 15-dollar registration fee starting as early as next month.  Illinois officials say the collected fees will be used to maintain the state's neglected parks, add ATV trails in some parks and possibly build an ATV-only park.  Some ATV owners are calling the new fee a cash grab and predict state officials will have a tough time collecting it.  A spokesman for the Illinois Department of Natural Resources says rules stipulating exactly which ATV owners will have to pay the new fee are still being finalized.
