It remains uncertain whether Wisconsin will get federal money to help repair a high-rise Interstate bridge that sagged in Green Bay.  Today, Governor Scott Walker issued a declaration-of-emergency, which makes the Leo Frigo Memorial Bridge eligible for federal repair dollars for up to six months.  State Transportation Secretary Mark Gottlieb later told the Milwaukee Journal Sentinel that federal money will only be granted if it's proven that an external force caused a concrete pier to sag.  If the problem is due to the age of the bridge, Gottlieb says it won't get funded.  He said it's way too early to determine how much the repairs will cost.  The Frigo bridge opened 32 years ago.  Federal and state engineers are starting to determine why the pier in question sank by two-feet.  The bridge remains closed until the repairs can be made.  Officials said it could take up to a year to get everything finished.
